Is there a Valheim mod to save and copy buildings (blueprints)?
Yes. PlanBuild adds two separate tools: a Blueprint Rune that copies, saves and shares a structure as a file, and a Plan Hammer that places a structure as an unbuilt plan you fill with materials later. OdinArchitect is not a blueprint mod — it adds new pieces to build with, which is a different request that often gets asked in the same sentence.

The details
The Blueprint Rune is the copy-and-paste half. Crafted from a single stone, it captures a structure as one shareable file, so blueprints can be traded between players who run the mod. This is what you want when the goal is stamping the same design down again somewhere else.
The Plan Hammer is the other half, and it answers a different frustration. Crafted from a single wood, it places pieces as plans before you have gathered anything, and anyone can add the required materials later and finish the build. Planned pieces do not need structural support themselves, though unsupported ones cannot be completed — they render slightly more transparent so you can see which is which. Real pieces snap to planned ones, which makes the plan usable as a ruler even if you never finish it that way.
Two smaller items do most of the day-to-day work. The Plan Totem, built with the vanilla Hammer from 1 wood and 1 grey dwarf eye, gives every plan in range one place to deposit materials, and it re-plans any existing piece that gets destroyed — which quietly makes it a raid-repair tool as much as a building one. The Skuld Crystal, from a single grey dwarf eye, is wearable and strips the plan shader so you can see the finished look. Neither plan pieces nor the crystal make the structure real, so watch your footing on a plan you cannot stand on.
OdinArchitect answers the adjacent question — not how to copy a build, but what to build with. It adds over 205 pieces through its own Odin's Hammer, crafted at a workbench from wood and stone, plus a Stone Chisel from the stone cutter for the marble set, and working elevators, drawbridges and hidden hatches. It needs Jotunn alongside BepInEx, and its README asks you to delete the old config and localization files before updating to 1.4.0 or newer.
The multiplayer rules differ between the two, so do not assume. OdinArchitect states plainly that both server and client must have it installed — custom pieces cannot render for a player who lacks them. PlanBuild's plan hammer also works with piece tables from other mods, so if you add OdinArchitect its pieces become plannable too.
